1986 Jaguar XJ6 Repair Question

High idle
Engine Performance problem
1986 Jaguar XJ6 6 cyl Two Wheel Drive Automatic 250000 miles
I am working on fixing up a 86 jag and currently my next step is to get the car smogged. Only problem is the car idles around 1000 while warm and in California the car needs to idle below 800 to pass. If the car is reved or driven for any distance it idles around 2500 for a while (about 5-10 min) before dropping down to 1000 again. I've looked at the repair manual I bought but I can't find anything about lowering the RPMs.
I recently installed a new headgasket, smog pump, and flushed the oil and coolant lines.
