Replacing passenger rear tail lamp (bulb

How to remove the passenger side tail lamp bulb its the one on the top that controls park & brake light I squeezed the clamps and tried to pull out but to no avail. Do I need to remove the whole black casing as one part to get to all bulbs. Help with this matter will be highly appreciated.

The cover marked with X unclip at arrows and comes off to replace bulbs
