changing plugs and there is oil on the plugs and on the air filter what needs to get done to fix this

Cause: Partial load breather is plugged. Clean it with a small drill bit but DO NOT drop the drill bit into the camshaft cover.
To remedy the oil in the spark plug wells you will need to replace the camshaft cover gaskets along with the spark plug boss seals.
