2000 Other Jaguar Models high amp draw

I took you suggestion and disconnect the (+) wire from the alternator. It did not change the amp draw.
When I take out the 40amp fuse the high draw goes away. A small draw still remains. I found the fuse that has the small draw on it. When I remove that all amo draw goes away.
COULD the entire fuse panel be bad?
I am not sure what they 40 controls other that what it says is the primary junction bix
I am not sure what to do next.
