1991 Isuzu Trooper apx 195000 mi 4 cly manual

Engine revs up and down when clutch is depressed and seems to be related to engine temp and is worse when coolant level is not completely full. It will do this when engine temp is too cold or is getting too warm. Is there a sensor that needs to be replaced?
