Help!!!!!car didnt pss smog test high hydrocarbons

I have a 95 hyundai accent with 251,100 miles on it the test showed that i had high hydrocarbons and it failed. I know that this means incomplete fuel combustion. I've replaced the spark plugs, wire set, o2 senor. Should i replace the catylitc converter or any other parts to make it pass smog thank you for your help .
