[i]i have a 95 hyundai with 251,958 miles. first thing the cars head lights dome lights and panel lights all fade in and out slow when moter is at idle. when i raise rpm the lights fade in and out faster could it be the altenator or something else. second the car didn't pass smog Hydrocarbons to high . at 15 mph max 95 my measured amount 119. at at 25mph max 60 my measured amount 88 please help
