2004 Hyundai Getz Repair Question

2004 Hyundai Getz Headlight always on
2004 Hyundai Getz 4 cyl Two Wheel Drive Manual 30000 miles
My headlight is always on even if the control switch is off. There are 3 position, center, push down, pull up.
push down no light. center position will light the headlight high beam, so with the pull up position.
The low beam headlight functions normally when turned on. The problem is when i turn on the low beam headlight, the high beam also turns on making my counter driver difficult too see the road since my light is too bright. Tried of removed the fuse to disable the high beam but found out that one fuse if for high and low beam on right and the other for left. Can this be the switch on the side of steering wheel? thanks for the reply.
