Engine Mechanical problem
2004 Hyundai Getz 4 cyl Two Wheel Drive Manual 70000 miles

my engine starts but wont rev,a mechanic checked the fault codes,nothing,he freed off a sticking butterfly valve[thick oily sludge]on the turbo inlet pipe[i think]and it worked,i can clean it again but what is causing this?hope you can help
