1998 Hyundai Excel Overheating

My car is running hotter and sometime goes in red according to my temperature gauge and coolant starts boiling. This is a recent change. But my car stays cool when it is on highway as far as it is in speed. The problem is when I am in town or stuck in traffic it gets hotter. I observed that my radiator fan no longer works even though the engine is very hot. How can I solve the problem?
