Tires and Wheels problem
2001 Hyundai Elantra Front Wheel Drive Automatic

Whenever my friend turns sharply we hear a strange hissing noise. It happens both when moving and when keeping stationary. What could possibly be causing this?

Does the noise occur only when turning? Or is it just more noticeable during turning? Hissing is usually an indication of a vacuum leak. Inspect all vacuum hoses for any kinks and signs of damage/loose fittings.

The noise is only noticeable while turning. I tried a bunch of different scenarios to try and see if it was engine/transmission related, but the hissing is in fact only heard whilst turning. To be more specific, this only happens when the wheels are turned the sharpest then can go. If that helps

How is the steering feeling? Is it harder than usual to steer, both at idle and while driving? Inspect your power steering fluid level.

Are you sure it is not more of a whining noise? Most cars equipped with power steering will make a noise if you cut the steering wheel as far as it will go. It is simply the power steering pump at the maximum load that is giving off the noise. This is normal and indicates no sign of troubles.
