Hood Release on 2000 I30

Can't access engine compartment due to malfunctioning hood release. No "pop" when pulling hood release bar from inside car. Car needs to be jumped, as it has been sitting idle.

Is the hood a cable release mechanism? If so is the cable or release handle broken? If not, have a helper stand at the end of the hood, have them pop the hood with palm of hand at the same time you pull the release. If you get the hood up, lube the release mechanism.

The only other thing I can think of, is to remove the front grille, see if you can reach release mechanism.
