1997 Honda Passport honda passport still overheats

1997 Honda Passport Automatic
I have a 1997 Honda Passport i bought the car and before i got it home the car overheated i replaced the radiator and hoses. I also replaced the head gasket thinking that i had a blown head gasket and also replaced the thermostat but the car still overheats. I removed the thermostat ran the car with out the thermostat. The car is able to run and i can get the car up to 65mph with out it overheating but as soon as i stop at a light it starts to overheat again im not sure what could be the problem?
