Starting Problem 1991 CRX si

My car acts VERY weird, sometimes it starts right up, other times it does not. I replaced the starter with a junkyard one, and the same thing happens.

Ok, main wire coming from battery gets full 12 volts, when cranked it still gets full voltage.
So heres the breakdown,
1. Signal wire(from ignition) cranked unconnected 11.45 volt
2. Signal wire connected/cranked 5.4 volts
3. Main wire(from battery) 12 volts consistently.
If I jump a wire from positive battery terminal to the small signal wire on starter it starts everytime.

I would check that all of the grounds are clean and connected with goooood contact.

Check out nutral safety switch under clutch pedal small button on end of switch. Apply parking brake make sure it is in nutural and then depress and hold in button with your finger while starting car. If this works you have found your problem, either buy a new one or connect both wires together and by pass switch. Don't realy need it anyway unless your going to have your kids in the car with you. (Child safety device).

Or you could have a bad fule regulator or fuel pump
