1989 Honda CRX engine idle too high

My honda crx dx idle was too high at about 3200 rpm I had replaced the muffler which was bad, also a leaking head gasket, tune up kit, o2 sensor, which was bad, and since all this now its down to 2000 rpm, when I tap the throttle by hand it will idle back down, and hte dashpot sems to be moving freely but it seems to get too much vacum? And it not allowing the throttle to close.

Since recently serviced just recheck for vacuum leaks. Also hondas have common idling issues which relates to the FITV ( fast idle thermovalve) if equipped and IACV ( idle air control valve). Some engines have the fast idle air control valve while others do not. If equipped with a FITV which is a small cylinder like housing just below the throttle body you might have to adjust it by disassembling and adjusting the white washer in all the way. You should also clean and service the throttle body and remove the iacv and clean the idle motor as sometimes the screen and motor can be dirty. The iacv seldomly fail but also possible once this is done and a high idle still persists.
