My 99 honda crv makes a loud whisteling sound in cold wet weather.

Hi paulrs-car,

Where is the noise coming from?
When does it happen?

If it happens during acceleration/reving the engine, it could be due to a slipping serpentine belt, that is the best shot I can give with the amount of info available.
