timing and engine light

i drive a 2001 honda civic si and am wondering when is a good time to change my timing belt. Also my battery light flashes when i turn on my car but when i drive and go over 3500 rpm it goes off. Can you please tell me these two things thank you.

You didn't mention the miles on the vehicle. But Honda I believe recommends replacing the timing belt at 70K. In the end the call for when to do it is yours.

Battery light coming on is right now the more serious problem. It comes on to tell you it is having early problems. The higher rpm probably is able to satisfy the charging need but at lower speeds the charging is not working as efficiently as it should. I would get a reading on a volt meter to see what is being pushed to the battery at lower and upper rpm. You are probably looking at an alternator replacement.
