You hear the noise only when turning? Not when applying brakes?

i can here the grinding noise at about 15mph and then is goes away and when i am turning to the right
I took of the rear wheel and it seems that the drum is grinding on the back plate or something inside the drum

i own a 1996 4WD civic with 120 kilos and i have the same problem. the car grinds and vibrates when i turn at low speeds (real annoying). my technician told me it could be the steering box going bad or the drive shaft out of allignment. i am still asking around before i start spending.
if you find a solution before i do please let me know. i will do the same.
good luck
