1995 Honda Civic Oil on the spark plugs

Engine Mechanical problem
1995 Honda Civic 4 cyl Two Wheel Drive Automatic 140000 miles

Car suddenly stopped with white smoke coming out of the intake. Water level was low in the radiator with the reservoir still full. Car would not start. When I finally got the car home I started removing the spark plugs to check the compression. On #3+4 both spark plugs were covered with oil. Not the top of the plug the bottom of the plug. All cylinders have good compression.
Bad Head Gasket?

Could be valve seals.

Look down the spark plug tube with the plug out of the cylinder. Is there oil where the washer hits? If so, replace the valve cover seals.
