1995 Honda Civic Brake Problem

This car had been sitting for quite some time now we are ready to put it on the road. Took it to a mechanic. We drove it to him. On the way it acted like it did not want to drive at times, and there was a burning smell, I thought from the engine, it was the brakes. Found out that the calipers had dry rotted and ground into the rotors was gripping and releasing. According to the mechanic it was not good for it to sit for so long, the brake fluid may have retained moisture and general unuse of vehicle. He showed me where the calipers had more or less disintegrated and changed the color of the rotor from gripping. Decision made to buy new rotors vs. resurface.

. Had them replaced only to experience the same problem w/in a very miles. It is now back at the mechanic.

Any ideas??
