Timing belt problem
I have a 2001 Honda Accord with 95k miles that had the timing belt replaced along with other belts. I have been hearing a rubbing type noise from the belts, a honda mechanic says the timing belt is too tight. I had the belts changed by a student at a local college. Can the timing belt be adjusted without having to take the belt off? If so, is this an easy fix?

Not really but diligence would pay off. You need to remove the other belts, the valve cover, the timing covers, the harmonic balancer (which can be a bear to remove), and then you can gain access to the timing belt.
