engine over-revving while idling

my '88 honda accord has over 200,000 miles on it. i just replaced the radiator and all the hoses last year and have been getting regular oil changes. when the weather started getting cold, the engine started revving between 1000 and 2000 RPMs while idling. sometimes when i engage the clutch, it will rev up as well, but not when i'm driving. i'm due to get my fuel filter replaced but i don't know if that will fix it. i have carb cleaner my mechanic has used on it before but he seemed stumped as well as to what it might be. any ideas?

What are we talking about for a fuel system? Is it injected or carbed?

Try looking at these things. Idle air control valve. Take it off and take it completely apart. Clean it and replace it. Then bleed the coolant system completely of air. See how that goes. Then try looking for vac hoses that need to be replaced. After that, the air flow sensor on the throttle body could be sticking. Another cause is the EGR valve and finally you could have a leak in the intake manifold or the intake manifold gasket.
