What I picked up that the windowns are manual? For the blinkers do they stay on the front and back when you turn your signal on? If they do it could be from a bad ground or corroded socket. The flasher might be bad. If the windows are manual you could spray some lubricant onto the regulatorand try to free the window.

About your signal lights, I would check the bulbs and the connections on each signal light, there could be rust or something from getting a good connection. If they are ok then it would be the flasher. Don't think its the flasher with them working sometimes.
