2005 Honda Accord Drivers side door will not open

2005 Honda Accord 6 cyl Front Wheel Drive Manual 38000 miles
My Honda drivers side door will not open from inside or outside. The power locks will move the knob inside up momentarily then it partially goes back down. I can't open the door to get the door panel off to have a look inside the door. How do I get the panel off without opening the door. Better still how do I get the door open??? Thank you!!
