1999 Honda Accord 4 cyl Automatic 190000 miles

My car's been weird lately...when i first bought the car it was used...was told that they used it driving on the freeway to work alot...steping on gas wasn't that strong...been a year that i have the car now...all of sudden while driving on the freeway or the streets the car would just shut off on me have to restart engine again...now yesterday going to the store the car nothing was wrong with it till later that day when was bout to go to work...the car won't start no more...i even used a neighbors car to jump start but it still wouldn't start...just got the new battery not to long ago...change the oil and spark plugs...everything's still in place but the car just won't turn on...though the car is park it'll say it's on D4...and now the steering wheel is lock and won't unlock now too...whats wrong with it..??..
