1990 Honda Accord brake light on passanger side

1990 Honda Accord 4 cyl Two Wheel Drive Automatic 150000 miles
I have a 1990 Honda Accord EX and i have a problem with the brake light on passanger side. The bulbs have been changed and i still dont have any brake lights on that side. I was told it was the fuse but if that was the case ; wouldn't both brake lights be out?
