1983 Honda Accord Carburator stalling

My 1983 Honda has a 3 bbl carb. Which is 1 year old. The car will start, go to high idle and will ramp back down fine. Once you start driving it will intermittently stall. When you let off the gas you can watch the rpm's just fall off. You can put it in neutral and it will start back up. While idling it may continue to idle (in park) or it may just die. It will always start back up. The engine was completely rebuilt 3 years ago and the carb replaced last year. I have had 2 different mechanics work on it but due to its' intermittent nature they aren't willing to keep it long enough to figure it out. Thank you, Mike.

I keep thinking about the carb and I would probably pull it off and look it over. I am guessing that it was a rebuilt one and a kit might help it. BUT I would really want to first rule out that it is not something else. It always starts right up? Do you feel that it is carb related that causes it to drop?
