Heater won't blow, rear defrost doesn't work

We've had below zero temps the past few days and I haven't driven anywhere. When I got in my car this morning, the heater would not blow air. Also, the rear defrost doesn't work.
We've discovered in the past that there isn't an accurate fuse diagram either in the manual or online. My husband decided to just check all fuses. He did find a 15 amp fuse that tested bad, the fuse itself is fine, but the outlet it plugs into tests dead? This may or may not have anything to do with our problem, but that's what we're dealing with.
Any suggestions besides paying $$$ to go to VW dealership?

The one circuit that's dead may not be turned on so it should register nothing on both sides. Always check all fuses. There are some in the engine compartment as well. Sometimes too the blowers get stuck. Turn on the heater and rap on the motor, usually on the passenger under the glove box, and see if anything happens. Otherwise pull off the trim panels and unplug the motor and check for voltage with the blower turned on. If theres power there then the motor is bad
