Grinding noise coming from tires when in motion. Sound disappears when in reverse.

My SUV has 180k miles on it. I have already bought new tires, changed all brake pads, and rotated rotors. Noise is constant sounds like metal on metal and you can hear it when driving with windows down. After I got my rotors rotated at Pep Boys, noise went away for about a week. I live in Los Angeles Ca so the weather is pretty constant actually. Noise started about 3 months ago and now I cannot get it to go away. Vehicle seems to be coming from the tires. My VSC OFF and VSC Trac lights are both on.

Does the noise change when you make turns? Have you checked the backing plate behind the rotors to make sure there is nothing bent or rusted that could be rubbing the brake rotor?
