INSTRUMENT CLUSTER AND DIC PROBLEMS

2003 GMC Sierra

Electrical problem
2003 GMC Sierra V8 Four Wheel Drive Automatic 125000 miles

2003 GMC Sierra 2500HD CrewCab 6.6 diesel. Symptom 1 - When starting the truck in temperatures below 35 degF, the Drivers Information Center (DIC) display does not work. The steering wheel controls work however the display does not. No mileage, odometer etc. Nothing. If the truck runs for a short period of time, enough to heat up inside, is shut off and restarted after 5 minutes, the DIC display will work.
Symptom 2 - When starting the truck in 15 degree F or less, the instrument cluster lights (check engine, seat belt, abs, etc.) Flicker while the glow plugs are cycling on. There is also a sound like a relay clicking on and off while the lights are flickering. When the truck is started, again the DIC does not work.

Could this be a Body Control Module problem or is it more likely the instrument cluster itself?
