Electric fuel pump

I have a 1996 Astro van AWD 4.3L. that quit running.
It seems like a fuel problem. When I listen in the gas tank and have someone turn ignition on I hear a single click. My question is each time the key is turned on should the electric fuel pump run for a second or so to pressure system.

Yes the pump should run. When you replace the pump,you should also do the relay. Also inspect the wiring at the connector for the tank
