I have a 1991 GMC JIMMY 4X4 4.3L EFI
My JIMMY WILL MISS AT SPEEDS AROUND 45-55,
BUT ONLY MISSES WHEN IT IS RAINING OR HAS RAINED ANY SUGGESTIONS

Highly likley plug wires are bad. If you take a spray bottle and lightly mist the wires from one end to the other, it will likley start misfiring and confirm this.
