Wont start

1997 Geo Tracker 4 cyl Four Wheel Drive Manual 180000 miles
I just replace a timing belt on my tracker. Now it wont start. The #1 cylinder is a top dead center, with the rotor facing the #1 plug, and the valves are closed. Additionally, the camshaft gear is lined up at 12 o'clock as is the crankshaft gear. The car cranks but wont turn over?
