1997 Geo Tracker Torque converter

Transmission problem
1997 Geo Tracker 4 cyl Two Wheel Drive Automatic 125000 miles

My tracker runs at too many rpms going the road. The torque converter doesn't seem to lock up. OBD2 shows a PO740 code which is a torque converter clutch circuit malfunction. Problem is I can't find any wires going to the trans. It has a vacuum modulator on it. When it is cold the rpm drops in high gear going down the road, but after it warms up [15 minutes] it runs about 5 to 600 rpms higher. trans shifts fine. Tried moving vacuum line to have more vacuum but made no differance. Any ideas???
