Fuel pump new won't spin after 3 sitting months

11 volts on brown wire at fuel pump (top or nearest front of car) 7 volts on 3rd wire (tan) and no voltage on 4th (blue w/ red stripe) nor second wire (brown) Fuel pump is a Bosch replacement unit- has 100 miles on new pump but has been in car for one year- pump makes no noise now after sitting for the summer (june through October 5,2013. Fuel tank is approx 1/3 full with fresh fuel. Would appreciate knowing what the wiring schematic shows for correct readings (volt, ohms ) will check fuses again and test this time with v-ohm meter. Suspect supply voltage not reaching pump -maybe connection down in tank is corroded or loose?

Our schematic shows white/blue for fuel pump which should be battery voltage or around that. We also show yellow green and yellow /purple for wires leading to pump that are the gauge and would be low voltage. If wires in pump are very sall it may have broken but check the blue/white wire for pump power.
