Losing Oil

I have a 2002 Ford Windstar XL minivan 120,000 miles. It recently started losing oil. I saw oil on a metal tube that goes from the top of the engine block and branches off to the coolant resevoir and the front, middle of the engine block by the main fly wheel. Is it this tube that needs replaced or am I looking at a bigger problem. The oil somewhat flows when the car is running, but not when turned off. We are a family of 7 with a single vehicle so quick help would be greatly appreciated.

Ok, are you saying that the oil was on this tube or coming out of this tube? Does the vehicle have an oil cooler?
