1999 Ford Windstar starter will not engage

i have a 1999 ford windstar van that has no signal at starter. we have replaced ignition switch, neutral saftey switch, all relays, and starter, and none of these were the answer. why won't it start could it be the ecm module?

Hello,

Does everything else seem to work?

Does the vehicle have a security system?

Do you know it you key has the security chip in it. If the key has a black rubber covering it possibly has a chip in it and it may have gone bad if you have a spare key try starting the vehicle with it?

tried both keys doesn't work. yes, but the dash lights don't yes it has factory security.

Ok, is the red security light flashing rapidly or on steady?

Is there anyway you could have the codes read. try your local parts store and see if they rent scanners. Post codes here if can get them read.
