1999 Ford Windstar Right Brake Light Inoperative

1999 Ford Windstar 6 cyl Front Wheel Drive Automatic 165K miles

The right rear brake light will not come on. When I pulled the codes it stated that the "Right brake light is shorted to B+" I have traced every wire from the light socket to the REM plug and nothing is wrong with the wiring. If I remove the brake bulb and apply the brake pedal and then replace the bulb it will light but if the brake pedal is released and then reapplied with the bulb in the socket it will not light...if I remove the bulb with the brake applied and reconnect the bulb it will light. What am I missing? Or is there a possibility I have a bad REM that only effects the right rear brake light?
