1999 Ford Windstar heater does not work

If my heater will not blow hot air and my defrost does not work could that be a fuse issue?

You mean the air is not blowing out at all or the air that is blowing out is not warm? If its not warm then check the coolant level in radiator. If its not blowing at all then it could be a fuse or relay to the blower motor.
