1995 Ford Windstar Repair Question

1995 Ford Windstar sub-zero starting
Interior problem
1995 Ford Windstar 6 cyl Two Wheel Drive Automatic 200000 miles
When the temp goes sub-zero, my van won't start. It cranks well. I've even jumped it. The engine acts flooded. If it were carburated, I'd put the gas pedal to the floor. As soon as the temp gets up to about 30, the engine just starts as though nothing was ever wrong.
It's a cold winter, and I've even tried a magnetic engine warmer-to no avail.
A friend said that he heard of a fuel-injection problem with this era.
