1995 Ford Windstar shorts or faulty fuses and switches

1995 Ford Windstar 3.8 cyl Automatic 126000 miles
when you turned on the ignition switch the windshield wiper blades, washer and the rear defroster are automatically switch on or activated it can not turned off. Also the driver's seat power window can't go up, if stays up it gradually tends to go in a downward position. Is it a shorts or faulty fuses, or it is grounded.
