Transmission downshift problem

I have a 93 Ford Tempo 4 cyl. automatic, with approx. 103,000 miles. Just recently I have been having problems the the transmission. Going from a sandstill, the car has trouble shifting from 1st to 2nd and I need to push hard on the gas pedlel to get it to shift.After that to get the car to go from 2nd and stay in 3rd, I have to maintain at least 41 MPH. If I go below that, he transmission downshifts hard back into 2nd. This problem started after we had very cold temps and much snow. What's going on?

snow is a transmission killer ,
there is an internal problem, check the fluid first make sure it is full and what condition its in , if it is bunred or contains any kind of contamination it needs to be gone through

Also check the TV linkage, sometime the plastic grommet that retains it will break and the rod will get jam in the full line pressure postion.
