1991 Ford Tempo Cold weather makes heater not come on

I got my 16 year old a Ford Tempo. Since it is getting cooler out side we are having some problems. We literraly have to warm up the car in 50 degree weather for 10 minutes before the heater work and the blinkers. Once the heater kicks on the blinkers work. Could this be electrical? My own mechcanic is stumped.

Try removing and putting back in all the fuses/relays 1 at a time so as to not mix them up checking for greenish powdery corrosion.
Do you mean the heater FAN/BLOWER wont blow air? Do you mean the turn indicator light is on but does not BLINK?
