1987 Ford Tempo

I have a 1987 ford tempo ive only had it for about a month it only has 56,000 miles on it. At night my lights flash on and off but so far while driving it they will only shut off when they are on brights.

Unlikely that old a car as popular as it was has low mileage. Not impossible but almost. From the LITTLE information you have provided my first guess would be the dimmer switch or lightswitch itself? Or some kind of wiring or connector corrosion issue? You could also try pulling fuses and reseating to make sure they have good contact.
