ENGINE LOPES AT 4000 RPMs

I have a 2001 Ford Taurus SES with 125,000 miles. The car starts and runs fine, but when you hit 4000 RPMS it starts to lope?

If it hits 4000rpm in overdrive you must be flyingwhat 80plus or is it not shifting into overdrive, sounds like if your running 4000rpmat 55mphor so its not going into overdrive or is it when it shifts

I had a taurus and it had a rev limiter that would not let you go over 4 grand or it would miss
