instrument panel lights will not go on

the dash lights on my car will not go on the only lights on the dash are two green arrows. the rest of the interior lights work by the heater and the radio. The dome lights work is it a fuse?

It looks like the headlight switch is not working correctly here is how to change it out in the diagrams below. Please let us know if you need anything else to get the problem fixed.
