1996 Ford Taurus wont start

Engine Performance problem
1996 Ford Taurus Front Wheel Drive Automatic

The serpentine belt came off but did not break, we discovered the pully that holds the belt had broke. We replaced the pully and put the belt back on, the car will turn over but will not start, while trying to start the car we can hear a squealing and sometimes it smokes where the belt turns. Can this be fixed?

Remove the belt
check pulleys looking for a frozen one
spin each and every pulley
they should all spin freely
replace as needed
PS crank pulley you will not be able to spin that is fin
and if it did over heat do a compression test
