key cylinder is ok and has been removed,and reinstalled, but will not start engine, acts like internal mechanism is 1/2 turn off proper popsition as even when key is in off position(or even when entire key cyl is removed) there is still power to dash pre start lites and acessories such as radio. cannot rotate
