I have a 1995 taurus sho it is blowing cold air and both of the heater core lines it hot what and I still have no heat

If you have auto temp control do this test:
EATC SELF-DIAGNOSTIC TEST Entering Self-Diagnostics 1. Simultaneously depress OFF and FLOOR buttons, then press AUTOMATIC button within 2 seconds. Display will be blank for up to 30 seconds while test is running. 2. If display is blank for more than 30 seconds, go to DIAGNOSIS WHEN EATC SELF- DIAGNOSTICS INDICATE NO ERRORS FOUND . If DTC(s) is displayed, repair them in order, from lowest number to highest number. See DIAGNOSTIC TROUBLE CODE (DTC) INDEX table. 3. Self -diagnostics can be initiated at any time with the resulting DTCs being displayed. Normal system operation is stopped when system is in self -diagnostic mode. DIAGNOSTIC TROUBLE CODE (DTC) INDEX Exiting Self-Diagnostics To exit self-diagnostics, depress BLUE button. See Fig. 1 . Deactivate self-diagnostics before turning system off. NOTE: Coolant temperature must be at least 120 °F (49 °C) before entering self- diagnostics. BLEND DOOR TEST 1. Perform EATC SELF-DIAGNOSTIC TEST . Exit self -diagnostics. If DTC 02 is displayed, go to next step. If DTC 02 is not displayed, perform EATC FUNCTIONAL TEST . 2. Disconnect harness connectors from rear of EATC control panel. Using any 12-volt battery, connect Black EATC control panel connector Black wire to Dark Blue/Light Green wire, then Orange wire. If motor operates in both directions, go to next step. If motor does not operate in both directions, go to step 4). 3. Move the blend door actuator to full counterclockwise position (full heat). Unplug connectors from EATC control panel. Using an ohmmeter, measure resistance between wires in White EATC connector. See BLEND DOOR ACTUATOR MOTOR RESISTANCE TEST table. If resistances are as specified, go to next step. If resistances are not as specified, replace EATC control panel. BLEND DOOR ACTUATOR MOTOR RESISTANCE TEST 4. Check continuity of all wires except the Light Blue/Pink wire at the blend door actuator connector with the same color wire at the EATC control panel connectors. If continuity exists in all 6 wires, go to next step. If continuity does not exist in any of the 6 wires, repair wire(s) as necessary and retest system. 5. Turn ignition on. Unplug connector from blend door actuator motor. Check Light Blue/Pink wire for battery voltage at connector. If battery voltage exists, replace blend door actuator motor. If battery voltage does not exist, repair open in Light Blue/Pink wire and retest system.
