1989 Ford Taurus Trouble Starting

I just bought an 89 Ford Taurus SHO. I'm having trouble starting the vehicle. When trying to start the car the starter makes absolutely no noise, i.e. clicking whirring anything. When jumping the current across the two bolts on the drivers side near the front the engine tries to turn over but never actually fires. There is a clicking sound coming from the relays, but we have not ran a voltage meter on it, to check if that is a problem. I am looking for any possible fixes, and will try them all, it wouldn;t hurt to replace anything in the car (except the engine, as it was just rebuilt).
